Governor Mary Fallin says the Oklahoma National Guard is expected to furlough nearly 700 soldiers and airmen as a result of the partial government shutdown. But Fallin added Tuesday that all other state services are "up and running" and shouldn't be immediately affected by the shutdown.

A former two-term Republican congresswoman, Fallin says she understands the frustration of Republicans in Congress over the federal health care law, but urged Congress to pass a long-term budget resolution and "get its act in order."

Fallin also defended the attempt by House Republicans to link the debate over government funding to the Affordable Care Act. She blamed Senate Democrats and President Barack Obama for "refusing to negotiate." Fallin has opposed the federal health care law and rejected its Medicaid expansion offer for Oklahoma.
